What the companies are grading, what they want it packed in, and the cleaning advice that is really damage.

A grade is an opinion on the card as it is: centring, corners, edges, surface. You cannot sleeve your way to a ten. You can absolutely turn a nine into a six with an eraser and some enthusiasm. This page is care, not a promise about value.
What they are looking at
Centring: how even the borders are. You cannot fix this. A card that was printed off-centre stays off-centre.
Corners: whitening, softness, dings. The usual place a raw stack shows its life.
Edges: nicks, whitening along the side, shelf wear.
Surface: scratches, print lines, dents, dirt, and anything you rubbed into the holo trying to clean it.
How PSA asks you to pack it
PSA’s public submission guidance says to put each card in a clear penny sleeve, then into a semi-rigid holder, with both sides visible. It says not to use toploaders, tape, pull tabs or sticky notes, and that solid or opaque sleeves can cause delays. For a standard card they publish a semi-rigid size. Card Saver I is the holder collectors mean by that. Card Saver II is smaller and is the wrong tool. CGC’s packaging notes are in the same family: a sleeve, then a semi-rigid they can remove the card from safely. ACE, BGS and TAG publish their own pages — read the current one before you post, because the details move.
A sensible order of operations
Handle by the edges, once, in good light, and decide if the corners and surface are actually clean enough to be worth the fee.
Penny sleeve it. Leave it there until you are ready to pack the order.
Move it into a Card Saver I when you pack. No extra layers.
Ship the order the way that company currently asks. A graded card comes back in a slab. Store slabs upright, out of the sun, and do not crack them open to 'reseat' anything.

Soft, cheap, and the correct first layer inside a toploader or card saver.
Buy them by the hundred for bulk storage and for anything going into rigid plastic. They are not for shuffling — they stick, cloud, and slide apart. Check the pack says polypropylene if you can.
